David Minceberg

David Mincberg serves as Chairman and Chief Executive Officer of Flagship Properties Corporation (“FPC”), a Houston based real estate investment firm. Since 1977, David has been directly involved in the development and construction of over 30,000 multi-family units throughout the states of Texas, New Mexico, Nevada, Louisiana and Georgia.

He also serves as managing partner and member of the investment committee of Flagship Capital Partners, a commercial lender specializing in providing debt financing solutions for middle market real estate transactions.

Public service and civic involvement has long been a passion for David. He is a past chairman of the Harris County Democratic Party, a county wide elected position, serving from 1994 to 1998. In 2006-2007 he was recruited by Houston Mayor Bill White to serve as the Mayor’s Special Assistant for Multi-Family Housing Policy. In this “Dollar-a-Year” position, he coordinated policy and implementation for the three housing agencies of the City of Houston, with a special emphasis on increasing the affordable housing stock in Houston.

In July 2009 Mayor White appointed David to the board of commissioners of the Houston Housing Authority, the fourth largest public housing authority in the country, where he served through February 2012.

David is a graduate of the University of Texas (BA 1971) (JD 1975). Among numerous activities and honors while at the University of Texas, he was the president of the Friar Society, the university’s oldest and highest honorary society, which recognizes students who have made significant contributions and brought honor to the university and the community.
